A new Financial Viability and Affordable Housing service for TOR

We are pleased to announce that Gemma Saffhill has joined Terence O’Rourke to provide clients with advice on the viability of developments and the integrated delivery of affordable housing.

Gemma joins us from DS2 in London, with over 15 years of consultancy experience in the viability field.  She also has first-hand knowledge of the delivery of affordable housing, having sat as a Board Member and Chair of the Development Committee for the Registered Provider PA Housing until 2018.


She advises on all types of development opportunities, from small-scale greenfield housing, through to multi-phased, transformational, mixed use, brownfield regeneration projects.  She worked as part of a team securing planning consent for schemes now in delivery, such as Stanhope’s transformative Television Centre project in White City, London Square’s dazzling reinvigoration of the Grade II listed Star and Garter building on Richmond Hill and Coronado’s luxurious homes at Blossom Square near Wimbledon Village.

Gemma brings with her a wealth of experience, advising on how to address Council policies for the delivery of affordable housing in all types of development proposals and producing the financial analysis that underpins the proposed approach. Her arrival in the team at TOR fits seamlessly with the planning team, as the viability of development providing local planning gains is at the heart of the national discussions on Planning Reform in the recent White Paper. 

In addition to the viability analysis, Gemma plays a key role in planning for long term successfully integrated schemes, through the thoughtful planning of affordable housing delivery.  Offering an inter disciplinary approach we aim to design and plan developments that are deliverable throughout dynamic market conditions.  At our best we optimise opportunities to create sustainable places that will flourish for the long term and vibrant communities that thrive. 

Long term place-making needs partners who share the same vision for the future.  Gemma’s team also facilitates the sale of affordable housing on to Registered Providers at an appropriate point in the development programme.   

Gemma is currently expanding our field of operation to act for Local Authorities, independently examining Financial Viability Assessments submitted to accompany planning applications.  We work closely with trusted Quantity Surveyors to ensure we deliver an exemplary service to Councils and provide robust, dependable advice.  We are well equipped to offer support on both the assessment of scheme viability during the planning process and as a result of review mechanisms.
