Terence O’Rourke has led the promotion of land to the east of Chelmsford, Essex, initially on behalf of the landowner, and latterly on behalf of a partnership between Hammonds Estates and Grosvenor. This has involved a wide ranging team within the practice, coordinated by the planning team. The practice represented the partnership at the Chelmsford Local Plan examination.
The proposed development will comprise 5,000 mixed tenure homes, a new secondary school, primary schools, employment land, a range of community and social infrastructure and extensive areas of public open space. The open space will include a new country park, extending along the River Chelmer, a linear park along Sandon Brook, together with other open space which will cover at least 50% of the site. The vision for the site is to provide a ‘community for life’ that will be substantially different from commercial developer-led schemes. A golden thread of social inclusion will run through the scheme.
