Commissioned by a partnership between Broadland District Council, Barratt Homes and Building Partnerships, TOR was the successful bidder to act as lead consultant coordinating the design team and the production of a masterplan framework for this 4,000 home mixed-use scheme.
The previously designated Eco-town site on a former WWII airfield is located approximately 6km north east of Norwich and covers an expansive area of over 400ha. The site will deliver a new settlement comprising up to 4,000 homes, local and district centres, two primary schools, secondary school and employment land all set within a comprehensive landscape structure.
Following extensive consultation, including design workshops with key statutory and local stakeholders, the final framework complements the joint core strategy, the Growth Triangle Area Action Plan and the emerging Rackheath neighbourhood plan.
