Masterplanning (bid stage)
Terence O’Rourke was appointed by the Watford Health Campus Partnership (a Local Asset Backed Vehicle) to secure planning permission for a revised master plan and associated infrastructure for the new Watford Health Campus in West Watford. The LABV comprises Watford Borough Council and Kier Property in association with West Hertfordshire Hospitals NHS Trust.
The project will regenerate around 29 hectares of vacant, under-used and derelict employment land and comprises new health care accommodation and employment uses, including retail, offices, food and drink, a hotel and leisure, together with up to 750 new dwellings.
We devised a planning strategy to achieve planning permission for the construction of new road infrastructure, required to unlock the master plan site and deliver a new emergency access route to the hospital. Subsequently, the practice coordinated the submission of a hybrid planning application for the main master plan area and a linked outline application for development of the adjacent allotments to minimise planning risk.
