Terence O’Rourke has been promoting Whiteley, a major South Hampshire growth area, on behalf of landowners and developers since the mid 1990s.
As part of the original outline consent there was provision for a town centre through an open approval for 15,000sq.m of A1 retail that emerged as a factory outlet centre.
In 2009 the Whiteley Co-ownership decided to promote a vibrant town centre with a local target catchment, rather than regional/ sub regional. Terence O’Rourke has project managed a diverse team (architects, sustainability advisors and transport consultants), to deliver three planning permissions for redevelopment of the site, increasing the floor area and mix of uses. The flexible conditions drafted and negotiated by Terence O’Rourke have greatly assisted the client in attracting tenants.
The buildings within the town centre were designed to achieve BREEAM Excellent rating and duly became the first UK shopping centre to achieve this. The town centre opened in 2013. Terence O’Rourke then helped gain planning permission for phase 2, a nine screen cinema with support uses which opened in 2015.
